شهدت عدة مدن مصرية عشوائية في بناء العقارات، حالة من الفوضى العامة ظهرت بعد ثورة 25 يناير جاء معها (الرشى) التي أقتاطها موظفين غير مُخلصين لتمرير الموافقات على بناء العقارات في الأماكن الشعبية والخارجة عن سيطرة تنظيم الإدارة المحلية بشكل مباشر وغير مباشر، حتى أن السماسرة أستغلوا تلك الفرصة كوسيلة للربح المادي دون النظر في مخاطرها على ساكنيها جراء إنهيارها أو إزالتها لمخالفة البناء
